Ireland has published the General Scheme of the Regulation of Artificial Intelligence Bill 2026 — the domestic legislation implementing the EU AI Act. Ireland's AI Office (AI Office of Ireland) is a new statutory independent body that must be operational by 1 August 2026. Ireland has adopted a distributed enforcement model, designating 15 National Competent Authorities (NCAs) along existing sectoral lines: the Central Bank of Ireland enforces for financial services, the HPRA for medical devices, the DPC for AI systems processing personal data. Enforcement powers including unannounced inspections activate 1 August 2026. Maximum penalties are €35 million or 7% of worldwide annual turnover for prohibited practices. Irish organisations deploying high-risk AI systems — including AI in HR, credit scoring, insurance, healthcare and customer-facing automated decisions — are legally required to have documented governance and oversight measures in place. Ireland is an EU AI Act enforcement leader: it designated 15 competent authorities before most other member states and has legislated a formal enforcement architecture ahead of the August 2026 deadline.
