An AI governance framework is not a policy document. It is an operating system for accountable AI use. Here is what a practical framework looks like for Irish organisations, and why generic templates fall short.
The EU AI Act came into force in August 2024. Within weeks, the conversation in Irish boardrooms shifted — from "should we have an AI governance framework?" to "what should one actually contain?" The question is harder than it looks.
Most organisations reach for a template. They find one from a consultancy, a regulator, or a trade body, adapt the headings, and declare governance in place. This is the wrong approach, and it is worth explaining why before describing what the right approach looks like.
Why generic frameworks underdeliver
A governance framework that is not grounded in your specific operational context will not hold up under pressure. When an AI system produces a biased output, an incorrect recommendation, or a regulatory breach, the question is not whether a framework document existed. The question is whether the framework anticipated that scenario and established clear accountability for responding to it.
Generic frameworks do not do this. They establish principles — fairness, transparency, accountability — without specifying who is responsible for those principles in practice, at what point in the AI lifecycle, and what the escalation path looks like when something goes wrong.
The result is a governance document that satisfies an audit tick-box but provides no operational guidance.
The four components of a functional AI governance framework
A practical AI governance framework for an Irish organisation needs four things to work.
1. An AI inventory with accountability
The foundation of any governance framework is a complete, accurate inventory of every AI system in use across the organisation. This includes commercially purchased tools, AI features embedded in existing software (Microsoft 365 Copilot, Salesforce, HR platforms), and any internally developed systems.
For each system, the inventory should record: the use case, the data processed, the risk classification under the EU AI Act, and the named individual accountable for its governance. Without named accountability, governance is nominal.
2. Risk classification aligned to the EU AI Act
The Act's four-tier risk framework — prohibited, high-risk, limited risk, minimal risk — should be applied to every system in the inventory. This is not a one-time exercise. Risk classification should be revisited when a system's use case changes, when the underlying model is updated, or when new regulatory guidance is published.
High-risk systems require a significantly more intensive governance approach: mandatory human oversight, documentation obligations, conformity assessments, and incident reporting procedures. Organisations that have not yet classified their AI systems cannot know whether they are meeting these obligations.
3. A review and approval process for new AI tools
One of the most common governance failures is the adoption of AI tools without any structured review process. Individual teams acquire tools, IT approves access, and the AI inventory grows without governance oversight.
A functional framework includes a defined process for evaluating any new AI tool before deployment. This does not need to be bureaucratic. It does need to include a risk classification step, a data handling review, and sign-off from whoever owns AI governance in the organisation.
4. Board-level oversight with defined reporting
AI governance cannot be entirely delegated to management. The EU AI Act places obligations on operators — the organisations that deploy AI systems — and boards need to understand what is being deployed in their name.
Practical board oversight means a defined reporting cadence: management provides the board with a regular update on the AI inventory, any new high-risk systems, any incidents, and the compliance position relative to the Act's phase-in schedule. This does not require board members to be technically expert in AI. It requires management to be held accountable for providing clear, accurate information.
What makes an Irish framework different from a generic one
Irish organisations operating in regulated sectors — financial services, legal, healthcare, public sector — face specific obligations that generic frameworks do not address. The Central Bank's operational resilience requirements, the Data Protection Commission's guidance on automated decision-making, and the EU AI Act's sector-specific provisions all create a regulatory context that a framework adapted from a US or UK template will not fully reflect.
An effective Irish AI governance framework is built on those specific obligations, not on general principles.
Starting points, not finished products
No AI governance framework is complete on day one. The most important characteristic of a good framework is that it is designed to evolve — with new regulatory guidance, with the organisation's growing AI footprint, and with lessons learned from operational experience.
The starting point is an honest assessment of where the organisation currently stands: what AI systems are in use, what governance exists today, and what the gaps are. That diagnostic is the work that most organisations have not yet done.
