AI Readiness for Mid-Sized Financial Institutions: A Practical Framework

AI readiness is not a technology question. For mid-sized Irish financial institutions, it means understanding what you have, what it means under the regulations, where the gaps are, and what order to fix them in.

The framing of AI readiness as a technology maturity question leads mid-sized financial institutions in the wrong direction. Readiness is not primarily about whether you have the right infrastructure or the most capable tools. It is about whether your organisation can deploy AI in a way that is safe, legally compliant, and operationally durable — and whether you know where you stand against that standard today.

Most mid-sized Irish financial institutions do not know where they stand. Not because they are careless, but because no one has done the audit.

Why mid-sized institutions face different challenges

Large banks have AI ethics boards, dedicated model risk functions, and legal teams that can absorb a new regulation in weeks. Their problem is moving fast enough. Mid-sized institutions — challenger banks, credit institutions, specialist lenders, larger credit unions — have the opposite problem. They often lack the internal resource to run a comprehensive AI governance programme alongside a full operational workload, which means governance gets deprioritised in favour of deployment.

The regulatory environment does not adjust for size in the way that would make this comfortable. The EU AI Act's high-risk obligations apply regardless of whether a firm has 50 employees or 5,000. The Central Bank's model risk expectations do not have a small-firm exemption. DORA's third-party risk requirements apply to any regulated entity.

The four-step framework

Step one: inventory. Identify every AI tool currently in use across the organisation. This is harder than it sounds. In most mid-sized institutions, AI tools have been adopted through multiple routes — IT procurement, vendor upgrades that quietly added AI features, team-level tool adoption that bypassed formal procurement. An accurate inventory requires talking to the business, not just reviewing the IT asset register.

Step two: classify. For each tool identified, determine its risk classification under the EU AI Act. Is it minimal risk, limited risk, or potentially high-risk? The classification depends on both the tool's function and how it is used in context. A general-purpose AI assistant used for internal drafting is different from a machine learning model used in credit decisions, even if both run on similar underlying technology.

Step three: gap analysis. For each high-risk or potentially high-risk application, assess current governance against what is required. Where are the documentation gaps? Where is human oversight nominal rather than real? Where is validation absent or out of date? This produces a prioritised list of specific, addressable problems — not a general sense that "governance needs work."

Step four: roadmap. Sequence the remediation. Not everything can be fixed at once, and not everything carries the same regulatory and operational risk. The roadmap should prioritise the gaps that create the most significant regulatory exposure and consumer harm risk, and it should be achievable with the internal resource available.

The vendor-neutral point

Mid-sized institutions are frequently sold AI readiness assessments by the same vendors who then propose to fix the gaps with their own products. This is a conflict of interest that is rarely named as such. An honest readiness assessment identifies what you need; it does not presuppose which vendor provides it.
