Most organisations that are struggling with AI adoption have an information architecture problem, not an AI problem. The two are not the same — and fixing the wrong one first is expensive.
There is a version of the AI adoption conversation that organisations have with themselves that goes roughly like this: we are not getting value from our AI investment; we need better AI tools, more training, or a clearer strategy. The conversation rarely starts with: our information architecture is inadequate, and AI cannot fix that.
It should start there more often.
AI systems — whether they are large language models processing documents, machine learning models making predictions, or retrieval systems surfacing relevant content — depend entirely on the quality, structure, and accessibility of the information they operate on. A generative AI tool trained on an unstructured, inconsistently labelled, poorly governed document repository will produce outputs that reflect the chaos of that repository. Quickly and at scale.
What information architecture actually means
Information architecture is the structural design of how an organisation's information is created, classified, stored, retrieved, and maintained. It includes taxonomy — how content is categorised and labelled; metadata — the descriptive attributes attached to documents and records; retention policy — what is kept, for how long, and where; and access governance — who can read or modify what.
In most organisations, information architecture is the product of accumulation rather than design. Documents accumulate in SharePoint sites created for projects that have since closed. Email threads contain decisions that were never recorded anywhere else. Shared drives have folder structures that made sense to the person who created them in 2017 and to nobody since. Version control is inconsistently applied. Metadata is partial or absent.
This is not unusual. It is, in fact, the norm. Most knowledge-based organisations have significant information architecture debt — the accumulated structural disorder of years of uncoordinated content creation.
Why this matters for AI specifically
Traditional software tools have always been affected by poor information architecture — search that cannot find things, reporting that draws on incomplete data, knowledge management that nobody uses. Organisations have adapted by working around the gaps.
AI amplifies the problem in a specific way. A human searching a poorly structured document repository knows they are searching a poorly structured repository. They bring scepticism, judgement, and the ability to recognise when a search result looks wrong.
An AI system operating on the same repository does not bring scepticism. It brings confidence. An LLM generating a response from a document corpus will produce fluent, authoritative-sounding outputs regardless of whether the underlying documents are current, accurate, or relevant. The gap between how confident the output sounds and how reliable it actually is tends to be largest where the data foundations are weakest.
Assessing your information architecture readiness
The questions an organisation should be able to answer before deploying AI at scale are not complicated, but the answers often are.
Can you identify, reliably, where all documents relating to a given topic or process live? Are documents versioned, and is it clear which version is current? Do your documents carry metadata that reflects what they are and when they were created or updated? Are your retention policies implemented technically or aspirationally? Does your governance framework define who is responsible for information quality in each domain?
If the honest answer to most of these is "no" or "partly", the organisation has information architecture work to do before AI deployment will produce the results it is expected to produce.
What to fix first
The prioritisation is relatively straightforward, even if the execution is not. Start with the domains where AI is intended to operate. If the immediate use case is AI-assisted contract review, the priority is the contract repository. If it is AI-assisted policy retrieval, the priority is the policy management framework.
Domain-specific remediation — improving the taxonomy, metadata, and governance of a defined content domain — is faster and more tractable than organisation-wide information architecture reform. It also produces the most direct improvement in AI output quality for the intended use case.
The organisation-wide picture matters for the longer term. But getting a contained domain into adequate shape before deploying AI in that domain is both achievable and effective.
The strategic implication
Organisations that invest in AI deployment without first addressing information architecture will consistently underperform on their AI investment cases. The AI will work — it will produce outputs — but those outputs will not meet the quality threshold required for the business cases that justified the investment.
